Add a AYS for deleting widgets

Description

Since there's no trash for widgets, we should have a AYS prompt for deleting them to prevent accidental clicks.

Or I guess we could also turn this into a trash for widgets ticket. Up to you guys.

Inactive Widgets is the equivalent of trash, just nicer. We could change Delete to Remove and have it go to Inactive Widgets instead of deleting, and then have Delete (perm) from Inactive area.

We do have trash for widgets, it's the inactive area. Safe to close as a duplicate of #11378, which came out of #10379.
