Description

The documentation http://codex.wordpress.org/Settings_Discussion_SubPanel under "Email Me Whenever" says "Anyone posts a comment - Check this box so that every single comment posted will generate an email to the author of that post.".

But despite having that setting checked the emails are going to the admin email listed in Settings>General, and not the author of the post.

On a side note, These comment options are somewhat confusing. They could use clarification. Such as "Email Me", who is "Me"? Is it the 'admin', the post author, whoever is checking the box?

I don't have any plugins enabled.

Sorry, I think I misunderstood. Moderation emails go to the admin email, comment emails (once moderated) go to the post author.

As nacin pointed out, post authors receive notification of a comment made to one of their posts, and the administrator receives notification a comment needs moderation.

Consider the blog scenario with multiple post authors with an admin who doesn't care about what the authors write. Doesn't it make sense for the post author to moderate comments on the blog posts that they wrote?
Doesn't this make sense in most scenarios?
I think this should be the default in future releases.

I would make a post in the ideas forum, http://wordpress.org/extend/ideas. This is also easy to do in a plugin.
