See attached screenshots. The minimum width seems dependent on the number of editor buttons.

Yes, the toolbars of TinyMCE don't wrap up to multiple lines. It's a lot better to fold the menu and choose one column layout from the screen options moving all postboxes under the editor on narrow screens (that's why they are movable).
