ms-sites allows editing a site in a different WP network

I was able to consistently reproduce the described behaviour by editing a site that was in another network in a subfolder install.

The attached patch blocks editing a site in another network which we should implement in 3.0.1.

For 3.1 we should revisit the logic used to update the siteurl & home options.
