Description

Localization teams can use special files (for example cs_CZ.php) to handle special problems. This file should be shown on Plugins page, probably as Drop-in, I guess...

When we commit this we should remove all the duplication of very similar code in get_dropins and get_mu_plugins etc.

We've almost entirely rid ourselves of locale.php files. We're close; only like 7 or 8 locales still use them. Let's kill them off entirely (by smartly absorbing functionality into core) versus showing off these hack files.

Yes, but we switched to independent plugin for interested users.

Main problems for Czech: #13651 and #10373.
