Description
This comes as a suggestion from Google, who wants to help publishing platforms deliver content faster.
When you use the in-editor image downsizing functionality (the percentage slider), it does an HTML downsize. This can lead to bigger image requests than are necessary. An actual resize for local images would result in a more efficient load.

Are you referring to this slider? If yes, we can close this in favor of #24409.
If you mean the resize handlers inside the TinyMCE editor, I'm not sure if can do something here, and if it's really needed - so close.
