suggestion:
can the blog address URI be stored in wp-config.php instead of in the tables, this way it shall be possible to run 2 different sites with the same tables, such that the sites can have the same content, see http://wordpress.org/support/topic/20117
it also has another advantage
if this suggestion is applied then users shifting their blogs to new sites will not face any problems regarding updating of blog addresses in the tables

Changed your use of DB to "tables." You can already have two WP installs on the same database... you mean two installs pointing to the same WordPress tables.
