In Admin Panel, Filter posts by category not working

Description
When I am in the dashboard looking at all of my posts, and select a category from the drop down, then select "filter, the view reloads, but it still shows all categories.
This occurs with all plugins disabled.
I just now pulled the latest from svn (3.1-alpha) and tried it again, and no go.
This bug was confirmed in the latest trunk by a moderator in the forums (t31os).
Possibly related to http://core.trac.wordpress.org/ticket/14579
