Move plugin author to top of Extend plugin info screen

Description

Please move the plugin author information back to the top of the plugin screen. In the current iteration, having to scroll down to see the author makes it cumbersome when trying to confirm you are looking at a plugin by a given author. e.g. ​http://wordpress.org/extend/plugins/contact-form-7/
