install_plugin_complete_actions is not working

Description

I tried adding the filter "install_plugin_complete_actions" to a plugin to change the "Action"-links after the successful installation of that plugin, but the callback is not called. Is that a bug, or is this filter ON PURPOSE not designed for that?

The filter is working correctly for me, However, You cannot modify the Actions list from within the plugin itself upon install, As the plugin is not included in WordPress at that point in time.

Closing as invalid, You cannot hook into something from a non-active plugin.
