title of add_settings_section and add_settings_field

Description

When the title of both these functions is left blank, they echo
<h3></h3> and <table><th>.... on to the page.

When the title is left blank, they shouldn't add the blank tags.

Why would you leave the title blank? It's a required arg, presumably for a reason.
