"New WordPress website" mail is text/plan but contains htmlentities

I'm not sure how general or specific this bug is so I'll just present the case I had.
In the official Dutch version of WordPress 3.0.1 the mail "Nieuwe WordPress website" contained the word "geïnstalleerd" ('installed') but it was escaped/encoded using as "geïnstalleerd".
Since the mail is sent as text/plain those entites show up litterly as an ampersand and the numbers.

Is this the message? It seems the Dutch translation (the one included in the latest download from nl.wordpress.org) uses itself the numeric character reference there. Do you know how to contact the Dutch translators?
