Use a string rather than   for empty $blog_name

When blog name is empty in General Settings, the link at the top of the admin header is almost impossible for users to find because the empty $blog_name string is replaces with

$nbsp;

Could we replace that with ( 'Visit Site' ) if $blog_name is empty. That string already exists as the alt prop for the same link.

Thanks. I searched for like tickets but couldn't find any. I placed my patch over there as well as a refresh on the current revision.
