Character set issues in forum

Description
I am seeing some special characters displayed incorrectly in the forums. Specifically, they are ISO-8859-1 in the author name and UTF-8 in the body of the post, so one or the other shows incorrectly. It doesn't show up too often, as not many have specified special characters/diacritics in their author name, but it does happen. Likely has to do with MySQL character set/collation.
