Hi,
After i open a question in:
http://wordpress.stackexchange.com/questions/4349/theme-advanced-styles-in-visual-editor
I realized problem is a bit different.
I found my possible solution in:
http://tinymce.moxiecode.com/punbb/viewtopic.php?pid=25955#p25955
So this solution let me use div instead of p but this solution probably need to edit core. Any solution for this problem without edit core?

If I understand your question correctly you want to change the way TinyMCE works in WordPress. This is out of scope for core and can be made into a plugin. Perhaps start from here: http://wiki.moxiecode.com/index.php/TinyMCE:Configuration
