New UI for Post Formats

Description

Jane and Matt feel strongly that the post format UI shouldn't be buried in a hidden portion of the Publish meta box. This is something that you'll often choose, and the things we have hidden in the Publish meta box are things that are rarely changed.

Thought that might be more appropriate for a new ticket, but how about adding Post Format choice to the Quick Edit box on the Posts screens?

We decided to skip that for version 1.

(In [17250]) Remove the help prompt text on the Post Format UI. It gets annoying quickly. see #15638
