Non-registered users can use registered names.

Description

I tried to post a comment using the name of a registered user, and the system didn't even detect it. Bottom line, registering does not guarantee that no one will use (or misuse) a given name.

This may or may not be a bug (technically speaking), but it's something that ought to be fixed, in my opinion.
