Theme installer is missing RTL css.

Attached patch adds the missing bits and also removes hard-coded styles in wp-admin/includes/theme-install.php and wp-admin/themes.php

Sweet, thanks.

In the future, no need to patch the compressed scripts -- the patches end up stale if anything unrelated changes. Probably not exactly a big deal for the small files you typically deal with though.

(Off topic for the ticket, can you also glance at #15974?)
