    1 Since this has veered away from just local user uploading, I'll link to in my plugin [https://wordpress.org/plugins/avatar-privacy/ Avatar Privacy] as an existing solution for the privacy controls (regarding Gravatar): It also includes local profile picture uploads (but currently not picking from the Media Library and cropping). It does integrate with some existing "uploaded profile picture" providers.
