Description
In wp-includes/class-pop3.php on Line 13 is as follows:
Licensed under the GNU GPL. For full terms see the file COPYING.
However we do not distribute COPYING although the text of SquirrelMail's COPYING is the same as what we include in licence.txt.
Perhaps for Licensing clarity "For full terms see the file COPYING." should be removed.

Is the version of the file we last took from upstream
Copyright statements have been changed in the attempt to convert them to phpdoc tags they match the file we imported.
Is the current version of the file.
Therefore I think we should just add this line to the plugin header
@license http://opensource.org/licenses/gpl-license.php GNU General Public License

File in WordPress is /wp-includes/class-pop3.php and in Squirrel Mail is /squirrelmail/plugins/mail_fetch/class.POP3.php.
I think the files original copyright holder should be kept. An additional note on top should be added that specifies the origin of the file. So it can be understood why COPYING is not passed with the file any longer.
Copyright statements have been changed in the attempt to convert them to phpdoc tags in r6440. Phpdoc tags are in addition not in replace of the copyright statement. See the file upstream as linked above as well. This should be corrected as well.
