Add info re mobile apps to admin

Description
Not sure if it belongs in Tools, or in Writing Settings (or whatever that shakes out to be when we redesign settings), or what, but there should be a screen somewhere in the admin that lists/links all the mobile apps, probably in same area as Press This is promoted.

Just droping a note that mobile apps now have a spot on WordPress.org, It's listed as a submenu of Extend.

Section only shows if user has privilegies to post (as the apps are largely useless without posting privilegies anyway).

Changed the patch to have the word 'and' at the end of the device list, and to make it so we use the same capitalization of 'mobile apps' every time.
This is somewhat of an opinionated change by me, but I think it makes a lot of sense.

At this point the WordPress mobile apps are the most important external publishing tools we have. Updated patch puts them first on the screen, before Press This.

I love the mobile apps but I'm unsure if we should add this to core. It feels a bit to external to me.

They're the other official way to interact with WordPress. Same name and all. How's that "too external"?

With too external I mean that it doesn't interact with wp-admin directly. I do think we should have something in the readme file and maybe with direct links to the apps instead of wordpress.org/mobile.
Also not that the link to iOS on .org doesn't work. It uses http://itunes.com/app/wordpress2 instead of http://itunes.com/app/wordpress.

I wouldn't worry much about the fact that these are technically different pieces of software, because that's a necessary constraint of the medium. What matters is the users' perspective.
The mobile apps are probably used by many, many more people than any of the other "tools" we have on this page, and at the end of the day adding a link to them informs more users about them and allows them to discover this alternate way to use WordPress.
Average users don't look at readme files, developers do. The mobile apps are user-oriented, not developer-oriented, so we should link to them in the UI. The APIs that the apps use should be documented in the readme file.
The single link to WordPress.org is the most elegant solution, otherwise we're including links to pages that we don't control and that could change; I think that's when the "too external" concern could become more valid.

I am no longer in favor of this. The development of the mobile apps is fairly Automattic-centric (based on who contributes), and other tools such as press this and even core now offer better experiences on mobile devices. The tools screen is not well located, and adding more to it probably isn't a great idea until a better solution is found. Might make more sense to move the info there to the dashboard.
Nah, I don't think this is necessary. It will only consume space with not much use. Put it in the readme probably.
