The bulk actions no longer work - e.g. spamming users :-(

That's the proper check anyway. I didn't even think to check for use of doaction considering that was done earlier in 3.1 and wasn't present in 3.0.

I've been looking at this code for a while and wondering why it was different - breaking it gave me an excuse to fix it :)
