Move/Add the details of an update to updates.php

Sorry for the fuzzy language below, have no current updates waiting, so I don't see the exact behaviour.

Something that has bugged me for some time is that you get a link to see the details of an upgrade in the plugins at plugins.php, but no such link exists on the update-core.php page. To me it makes most sense to have it at update-core.php so I could go through each available update and see if/why I need to upgrade that specific plugin. A direct link to the changelog would be most helpful, but even the same overlay with plugin info would be better than nothing.
And, stupid as I am - since I sometimes blindly do upgrades (yes I know it's a bad practice) - it would be great to have that same link in the resulting list where it says "Upgrade succeded for XYZ".

I'd take a crack at it myself, but I failed to find the file where the list is generated.
