Ticket #17547, comment 3
v1 v2 1 I think it's because newer photo editing suites like Adobe Photoshop CS5 have dropped support for JFIF metadata in jpg images when saved for web. Lots of common programs are still using JFIF rather than EXIF, with EXIF being the new standard. So without JFIF the WordPress image uploader is not seeing the required data as it's not looking at or for the EXIF data. I'm not sure if this is related to WordPress or the server WordPress is running on, but is probably related to the server.1 I think it's because newer photo editing suites like Adobe Photoshop CS5 have dropped support for JFIF metadata in jpg images when saved for web.
