Admin form submissions with errors should re-populate form data

Description

A good example of this is on the Users page. If one tries to add a user and forgets to put in an email address, an error is presented: "ERROR: please type an e-mail address", but the submitted form data is gone (nickname, first name, password, etc.).

All of the data that is submitted along with the form should be re-populated into the form fields in the case of an error.

Closing as fixed. Attempting to add a user and not entering all the required fields will result in the fields being re-populated with the data which was entered.
