Dulplicate form elements with same meaning should behave the same

It's sort of UI issue I was running over when dealing with a form that's handling spam comments but this applies to similar forms as well.

There are form elements on top of the table of the spam comments and the same elements are at the bottom.

When choosing a dropdown value at the end of the list and then scrolling (a larger, I need to scroll) list up back to above for review purposes, then the same dropdown element above the list has another value then the one set below (well strictly spoken, it's not really _the same_, but the UI meaning is the same).

As I have javascript enabled I could have expected that the UI would have reflected that I have changed the (usability wise spoken) same element at the bottom.

But as it's not yet set, I need to manually set the form on top _as well_.

I would have liked to see that when changing the form element on bottom is changing the form element on top as well so I can easily submit the form when I have javascript enabled and I'm scrolling back to the top.

Probably it makes sense to only have the secondary element on bottom only if javascript is enabled, but that's more a comment than a real suggestion.
