Inactive Text Widget Failure

Description

I just dragged a "Text" widget from the Inactive Widgets list over to a custom widget area. I did the same with two other inactive widgets, and they worked, but the "Text" widget did not get displayed on the page. Instead it only showed this:

Notice: Undefined index: filter in wp-includes/default-widgets.php on line 382

I don't believe I've used the Text widget before on this particular installation, so whatever was in the database was likely in a default configuration.

After opening the Text widget's form, typing some values, and then clicking save, the problem went away. Looks like this widget is not properly initialized out of the box.
