Distraction free mode could dues both toolbars

Description

The new Distraction Free mode only displays the first toolbar, forcing user to switch constantly between the standard editor and the distraction free mode to format text in their posts.

Considering that the toolbar is invisible unless the user wants to use it, having both lines of buttons would not add to the distraction, while adding to the comfort of users.

The lack of many editing buttons is one of features of distraction free writing.

See the original mini-specification on WordPress 3.2, the plan: faster, lighter -- "only limited RTE functionality" -- and the dev chat logs from back in March.

Closing as wontfix as this seems a clear-cut decision to me.
