Screen options / help box misalignment

Description

There isn't a Trac severity of "Haven't you got better things to do at 1am on a Friday night?" so I've had to choose trivial for this.

The 'Screen Options' and 'Help' boxes have a two pixel gap in their top left corner, caused by a two pixel left margin on the header.

This ticket's patch is better, mine doesn't consider the RTL stylesheet. However I believe the added margin-right: 0px; is unnecessary ; )

I love these kinds of clean-up UI things, but with Daryl's current work on combining the admin bar/header, the help/screen options is going to be all different anyway. Going to close as wontfix for that reason, but will cc Koop in case the fix would impact the new design also.
