Numbering of Import Links (Blogroll) is confusing

Description
On the new "Import Links" screen under the Links section in the admin panel, the steps are numbered linearly. These steps need to be completely reorganized.
Steps 1 and 2 aren't steps, but helpful hints on how to find a URL to an OPML file.
Steps 3 and 4 aren't steps that can occur together, so they should not be linear.
I see this as a simple dichotomy: Specify a URL to an OPML File *or* Upload an OPML File.
If the person wants to specify a URL, hints are given about blogrolling.com or blo.gs and there is a text box for the URL of the OPML file.
Else if the person wants to upload an OPML file, there is a file input element.
Then there is one submit button that will submit the entire form.
UI on this could be much nicer (e.g. 2 columns, one for each possible path). I'll throw something together if I find time.
