Bulk action: Add user to multiple sites

Currently, to add a single user to multiple sites, the super admin has to edit each site, add the user to the site, and then go on to the next site.

To improve this workflow, it would tremendously useful to be able to add a single user to multiple sites in the network admin.

This ticket could have scaling problems to solve.

I think this is a feature that would be excellent to have, but that we haven't been prepared to really tackle. There may be a possibility we can take a closer look at this along with a solution to #16853.

Creative approaches are encouraged as we don't have a great existing framework for this to happen in core at the moment.

This plugin helps me to add users to multiple sites in my multisite network but there is no option to add users as a super admin privilege.
