Bulk action: Add multiple users to a site

Currently, to add a multiple users to a single site, the super admin has to edit each site, look up each username, and add new users to the site one by one.

To improve this workflow, it would be useful to be able to select which users to add from a table of users and add those users in bulk.

This ticket could have scaling problems to solve.

#40265 proposes introducing a method which allows bulk adding users to a site via the site editing screen.

We've discussed this ticket in today's design triage on Slack. We see there’s a need for a page for bulk user management in the admin panel of a multisite. We could make a mock up for how that page should look. But to do so, we need more info on what actions should be availalbe on that page?

We can imagine stuff like

• uploading bulk users via csv (already possible through a plugin)
• assigning multiple users to one or multiple subsites
• removing multiple users from one or multiple subsites
• etc.

For now, the design team requests more input on this, before we can think about a workflow and sketch that out.
