UI doesn't make nonstandard search behavior obvious in Network Admin

Description

Per #15170, #16647, and #18216, the Search Sites feature at admin/network/sites.php works differently than standard search behavior, which is to natively return partial matches.

By partial match, I mean that if you search on abc, it should return a blog named abcdef.

Contrast that to the normative search experience: search for wordp at Google. The first hit is WordPress.

If it is not feasible to do partial matches in that search box, then please make this non-normative functioning clear in the UI.

This is done for scaling reasons. It should be documented in Screen Options.

I'm thinking this is a wontfix now since #18464 took care of this for most installations.
