Adding a bullet list changes root element mode in visual editor incorrectly

Go to the editor for a new page or post. Click into the visual editor. At the bottom the status says Path: p as expected.

Now type some text and press enter twice. Still OK.

Now click the bullet list icon and add 3 bullets A, B and C.

Now press enter twice. The first enter WordPress thinks is a new LI but we are done, so press enter again. The editor correctly shuts off the list but now the mode (path) has changed to div and you can't get back to P to continue writing.

that bug is already fixed in tinymce.

Yes this bug is fixed in the new version of TinyMCE and has been reported in #18203.
