    1 That's what options-media.php looks like when it uses all of the core settings API and does it own POST and error handling instead of using options.php and options-head.php.  _admin_init() is a special function that core admin files can define before loading admin.php so that they can queue up actions on admin_init like plugins can.  options-media.php uses this to make sure the core settings sections and fields are registered before plugins.
