Add an action (do_action('custom_header_top');) to the admin page for themers to add more settings using the settings api.

Woops! Sorry, wrong ticket to attach the file, it was meant to ticket #18357. I would like to delete the attachment, but can't find any way to do it :S

I vote that we not do this at this point, since the Theme Customizer (and its API) is the recommended way for themes to add their own custom options, including adding more options to the custom header section. Also, #25571. This thicket would make back-compatibility more difficult for #25571.
