Missing HTML tag in kses.php

The HTML SMALL tag is noticeably missing from the core kses.php. I'd like to request that it be added.

Due to the innocuous nature of this tag, the fact that it is missing seems to be more of an oversight than a deliberate decision. Because the current functionality (stripping the tag) runs contrary to typical user expectations, I would call this a bug.

Should it also be somewhere near line 430 as well?

I guess not, unless we want to allow it in comments as well. There's already a number of equally innocuous tags left out there, possibly on purpose.

I've blamed it back to [767], and the commit message just says "Tag cleanup".
