Restructure where plugins put themselves in the menu

Hi, I wanted to take a second to ask whether there is a possibility to restructure the way plugins decide where they sit on the menu bar.

The bug is that the Settings Menu can become so large on some lower screen resolutions, that you can't access the items anymore.

Suggestion for improvement:

1.) there should be a AJAX drag and drop functionality for all custom plugins so that users can decide where to put them (similar to widget area). This could also mean that admins can create and regroup the entire menu structure.

2.) If 1.) is not feasible, there should be a way to group plugins in menus if the list exceeds a certain quantity (e.g. more than 15 items in Settings Menu)

  1. We have stated several times that the core admin menu will remain fixed, in part so that documentation and support efforts are easier. Rearranging menus would be a power user feature best left to a plugin (and I think there's more than one out there that does just that).
  1. 15 plugins that add settings pages is higher than average, so optimizing for that scenario is best done in a plugin. That said, the new 3.3 menus make this irrelevant, since only one menu section is open at a time and the subs are shown as flyouts on all the others, so there should now be plenty of room. The exception to this is if you are in a no-javascript environment, since there would be no flyouts, but in a no-js environment the suggestion you make would not be possible anyway.
