Language files (nb_NO) missing after update on fresh install

[vdr]

1. fresh install of wp-3.2.1 with define('WPLANG', 'nb_NO');
2. Run setup
3. Login as new admin user
4. Do Control Panel - Updates - Install 3.2.1-nb_NO (language variable detected)
5. WP reports update ok, but language still US

After the Update no language directory and no *nb_NO.{po,mo} files in wp-content/language. The languages directory with the language files was present in the wp-content/upgrade/wordpress-3.tmp/worpdress/wp-content

To resolve: Copy the languge directory from wordpress-3.2.1-nb_NO.zip to wp_content.
