Increase default upload space in multisite

Description

By default the upload space in multisite is set to 10 megs. With today's cameras and files getting bigger, this setting would be better at 100 megs.

I find pretty much everyone setting up a network has to change this setting.

Yes!

I have to change that setting manually for every single client multisite setup I install. It's not a matter of making a decision, it's just a necessity. Non-tech-savvy users with high-megapixel cameras tend to forget that the photo that looks nice and small on their phone is really 4-6MB in size when they upload it to their site. Having a 100MB space limitation by default would help!
