Add admin bar color scheme choice to profile in 3.4

Per discussion on #18197

Depending on which color scheme is chosen for the admin bar for 3.3, the other one (either dark grey or blue) should be made available to users as a choice and tied-in to the admin color scheme toggle setting in profile.php.

We've got a blue and a grey admin color scheme, why not tie a blue or a grey admin bar to those settings and keep it consistent?

The admin bar is the new header. The color of it is tied to the overall dashboard color. I vote wontfix.

If anyone wants to try to revive this I would float the idea by the UI group.
