Menus doesn't RTL in twently eleven

Description

when using Arabic language as main blog language with twenty eleven theme, the menus bar doesn't RTL, it show exactly as it shows in English theme.

RTL layout can be selected in theme options.

There were also some discussions on this in #17603 and #17882.

@SergeyBirykuf Yes, I have chosen the RTL layout already, everything is working well except the menus bar as showing in the screenshot I attached now, the menu start from left to right, I read through the two topics but nothing about menus there.

Ah, I was thinking of sidebar.

I've checked both the Arabic 3.2.1 package and 3.3-trunk with Arabic language files, and the menu bar seems to reflect RTL direction correctly (see the screenshot).

Could you please confirm that you're using unmodified Twenty Eleven theme and not some child theme based on it? rtl-menus.gif doesn't look like default Twenty Eleven appearance to me.

In case of a child theme, there was some discussion in #15863.

Thanks so much Sergey, your plugin solved the problem. yes it's a child theme, there should be some way of implementing that into the core as an option, like " use RTL css files for this theme " , yet, your plugin do that so well, thanks again.

The consensus in #15863 was not to include parent theme CSS by default, and a new option would contradict the "Decisions, not options" principle. So I guess the plugin is the only way to do it for now:
