The menu arrow covers the highlights in the submenu

Hi all
A small GUI look and feel bug but a little bit of work
wp-admin/images/menu-arrow-frame.png image starts as a transparent overlay adds the broader Shadow and then goes to a solid white
This means the that the mouse over on the submenu is covered by the image and the hover highlight does not reach the arrow shape see the attached images
I believe that transparency should be swapped so the outside is transparent to allow the highlight to be seen this will be that the arrow will need to be part of the color scheme and we need 2 versions one per color
Also the currently background color on the classic theme is wrong see Classic-menu-arrow-frame-error.pnp attached
I am happy to fix/change this but I want to make sure that fix is OK and won't case problems else where.
