The patch will add the same style as in the fresh/gray theme.

Or should it have a blue touch?

Still unsure if we're attempting to match help to the admin scheme or the admin bar.

I feel like it should match the admin bar drop-downs. I tried changing the drop-downs to blue but there's some complex non-trivial css inheritance going on and I suspect someone who knows this css file better ought to look at it.

Help will be moving back out of the admin bar, so the blue patch should be applied.
