"What's New in 3.3" tab has typo

Description

The "What's New" tab has a minor typo. It currently says "form" when it should say "from".

I went ahead and patched it. (If it's accepted then it'll be my first patch to WordPress core!)

This text is currently just filler, but I'll go ahead and fix it to make sure it doesn't end up in final.
