Description

It was requested by Microsoft that an attribute be added to two links in the tbex.xml file.

Additionally, I've gone ahead and updated the link from Getting_Started_with_WordPress to First_Steps_with_WordPress.

Add missing attribute to IIS file and update link to reflect the same page as the Welcome panel. fixes #19473.
