Remove 'Recently Updated' from plugin installer

Description
The list is often gamed, does not serve much of a purpose, and should be de-emphasized overall.
Attached patch removes it from the plugin installer. It can remain in the theme installer for now, as such updates are controlled, throttled, and reviewed.
Soon it will be removed from the /extend/plugins/ homepage as well.

The RSS feed won't either, neither will a page listing the recently updated plugins on /extend/plugins/. It just won't be in the sidebar or pushed into your face when it just isn't useful information. It's nice to consult the list if you're looking for recently updated plugins, but on its face, that isn't something a user is doing. They're not well-served by the list. It's something a curator is doing.

There is a preliminary consensus among the core developers that we should also eliminate the Plugins dashboard widget entirely.

I'm fine with it. It's a crappy experience and doesn't really belong on the dashboard.
I guess Weblog Tools Collection weekly plugin release posts aren't going away then. :)
