Can't allow user to moderate all comments unless they are the administrator

I believe this is a bug in Wordpress, or at least there has to be a way around it.

It is impossible for me to grant a user the ability to moderate all comments (not just ones they authored).

I tested this by granting a user every ability available in the editor role, however they could still only moderate comments on their own posts.

I need to grant certain users to moderate all comments regardless of the author without granting them full admin rights.

I certainly granted them the moderate and moderate_comments abilities (like I said even if I granted a role full abilities and they still couldn't moderate the comments.)
