Description
With a large number of users browsing the internet using their mobile devices, I think WordPress should begin to have built-in support for mobile themes, so we don't have to use an external plugin for this.
What I had in mind was to for admins to be able to set one theme for mobile, and one theme for desktop. For those who don't want to use a mobile theme, they should set the same theme for both.

An alternative trend is responsive themes, i.e. themes that work well for mobile use as well as for desktop.
Therefore, I don't see a strong case for allowing users to choose a separate mobile theme from Core. Plugins seems to be handling this use-case just fine.
