Description

The "My Sites" menu should include "Create a new site" if blog registration is enabled in Network settings.

19862.diff is a refresh of Sergey's patch against trunk.

This adds 'Create a New Site' below Network Admin for network administrators.

I'm not the biggest fan of how this looks personally. Also not sure that 'Create a New Site' is the type of action that needs to be available for quick access. If it provided, then it may be useful for other users beyond network admins. Tagging for ui-feedback.

I also don't think this is a quick access kind of item. On a site with open signups, I'd hope there's a better, more specific user-facing site creation flow. For a superadmin who really needs it, a plugin should suffice.

Also doesn't seem to be a burning need, given lack of ticket activity.
